Fences are regulated structures near the water
A fence is a permitted structure, and near the shoreline that matters more than inland. Coastal setbacks, seawall proximity and visibility requirements can all restrict placement, and inside a mapped flood zone solid fencing can face restrictions because it obstructs flow. Height and material rules are administered by Planning and Development Services and vary by location within the city.

Citywide guidance cannot tell you your setback, your parcel's flood zone, or where the actual property line runs. Confirm the first two with the city and the third with a survey rather than an existing fence.
